Tax evasion

In democratic and authoritarian regimes, the technicians in charge of organizing these fundraising offices maintain a constant fight against tax evaders. If the rulers are not violent tyrants, all kinds of control must be done with intelligence, wit, wisdom.

The contest between the collection agencies and taxpayers evaders is like a chess game. If officials are not smarter than taxpayers, collection is so inefficient that in order to improve the distribution of wealth will be far from satisfied.

Just as tax collectors work together (the specialized agency of each country), taxpayers also work together evaders.

The advantage of the collectors is that they remain united while legally bind evaders only between those who can trust blindly.
